Does anyone know who they are referring to in the cfr’s when they reference Administrators (usually capitalized)

The FAA Administrator, the head of the FAA, and basically anyone on his staff to which he can delegate legal authority.

    Read Section 1.1 for definitions.

Ah that helped. I dug around and found 183.1 and 183.11 which helped me get some specific examples, I have a clearer picture now.

They come for you in black SUVs, wearing black suits & dark sunglasses.
If you are wondering how to spot them.

I took a swing at Marion Blakey at a black-tie dinner (AIAA or the like). I feared certificate action but we laughed about it at subsequent events.

That's a good general tip for answering so many flying-related questions. Check the definitions.

14 CFR 1.1 and 61.1 both include definition. Also check the Pilot/Controller Glossary for the meanings of terms.

If you're a baseball fan, it's the same thing. The definitions section of the rule book answers so many of the rules questions you'll encounter.
