Hello, I need assistance in the process of removing an airport manager from one’s post.

I’m looking for legal assistance and private investigators.

Please DM me or comment here. Thanks!

You’ll probably need the support of a majority of your city council or airport board. The problem is going to be a political one.

Who owns the airport? Who appointed them? Private or public? Why do you think they should be removed? Your answers likely will dictate the process.

My angle is more to expose his irregularities where the city has no choice but to remove him. He’s a shady individual, so I’m thinking this is a viable option.

Public. He’s rude and hates people, he used FAA funding to fund improvements to benefit a flight school owned and operated by his wife while leaving the rest of the airport in shambles. He refuses to renew airport leases allowing the airport to deteriorate.

I would suggest you compile detailed evidence of all of the above and start talking to airport board and city council members. If the board didn't know the flight school is owned by the manager's wife, that would be a problem for him. But if they knew that, then it's probably not. If that's the case, then you're going to bed to price that he's doing a bad job and someone else would be a better custodian of the public resource.

I’m guessing they know about it, everyone is well aware of it. A private company was appointed to manager the airport so he is employed by that private company. Numerous false promises have been made by him and his mind changes like the wind.

I'm guessing you're not talking about Skip Goss?

If you are referring to UGN, it is operated by a Port Authority, not the city. The 7 member board is appointed by the mayor and the governor. That board approves the lease renewals, not the manager. They have monthly meetings. In 2020, the Port Authority reported the needed infrastructure investment exceeded the Port District’s financial capabilities. Maybe you should attend because the facts you report seem to be baseless.

This sounds like a rather simple solution. If funds from a FAA grant were used for a private flight school, make a report to Department of Transportation (DOT) Office of Inspector General (OIG).
The funds were not used for, but to benefit the flight school, his wife’s flight school has all new tarmac. The rest of the airport is in shambles. The airport manager promised to allocate those funds across various areas but used 100% for his wife’s flight school.

If anyone else had owned the school and he put in new tarmac for them, would he have done anything illegal?

I always thought at least optically, that it was a conflict of interest for someone like Skip to be airport manager and part of the flight school. On the other hand who else would be more in tune with what's going on.

If UGN is in such shambles the new owner of C81 has some grandiose ideas to "make c81 the best airport in Illinois."

What, no amphitheater?!

Maybe, maybe not. Maybe he filed a COI disclosure when hired, maybe there are some contractual terms, who knows?

The port authority is going to follow what the airport manager says. The airport manager promised lease renewals and has been playing games. The tarmac and a number of improvements are old and crumbling. The airport manager said he was going to use the funding for the taxiways around our hangars and promised to renew the leases, even presenting proposed leases, but he was only playing games. The leaseholders offered to cover the cost of the taxiway repavement and to repaint the hangars as part of the lease renewal but he’s now playing more games. Increase land rent to match nearby airports hangar rental rates, minimize the terms, etc. Big games, lots of false promises, no action, people are not happy. One section of the airport removed their hangars and it’s in shambles with weeds several feet high and the tarmac is all broken up. Skip thinks someone will come in and develop. With his attitude, unlikely. He is comparing Waukegan to KPWK.

No offense, but that is exactly what the FAA wants and expects of airports. Doesn't make one win a popularity contest though.

It sounds like he is doing a very poor job. But the fact is that he doesn't work for you; he works for the elected officials who appointed him or approved his contract. So you'll need to convince them that he's doing a very poor job. Keep in mind that he might be doing exactly what they expect him to do.

Without knowing "the rest of the story" of the OP's situation, I will make this statement. Being an airport manager is a thankless job.

They usually report to a group of elected or politically appointed officials in a city council, board, or commission, many of whom themselves don't understand aviation, as long as it doesn't cost the taxpayer anything. From the other direction they have numerous tenants each with their own priorities, agendas, and opinions about how the airport should be operated. Trying to maintain a multi-million dollar investment with an ever shrinking budget, and no Federal dollars do not pay for maintenance and operations, only specific infrastructure improvements. Then they are bound by countless and ever changing regulatory restrictions from the federal and state government that most people don't bother to understand.

I'm not saying there aren't bad managers, corrupt managers, or just plain incompetent managers, more than any other profession or group of people, but it also isn't the easiest job in the world. Until you've been directly involved in the management and operation of the airport, its easy pass to judgement.

That's a simple one, call the FAA Hotline 866-TELL-FAA (866-835-5322)

But have specifics, you can't just not like the guy or **THINK** he used the FAA funds. But if he did use FAA Airport funds for his flight school, he should be toast.

There is so much wrong with this... picture that it hurts my brain.

Yeah. I guess he expects everyone to fly in and out, since there's essentially no parking for anything. I see maybe a hundred spots for the whole place. This is some serious "junior high kid with an AI tool" level stuff.

It's been a long time since I lived up there. I thought it was closed and sold to a developer who was going to build another subdivision?
Negative. It was on the market for couple years. I thought a developer would buy it but it never happened. The former owner passed away and his wife wanted it to remain an airport. Current owner bought last year. Zero ties to aviation. But seems genuinely excited about it. Almost immediately started improvements. Tore down a bunch of trees and improved drainage. Bought a new tractor and mower attachment. Just put in a new fuel system last month. And last week finished sealcoating and currently painting all runways and taxiways. They widened the ends of 9/27 to make it easier for larger aircraft to turn around.

But yeah, someone needs to take the ai away lol

After years of status quo and very little maintenance or upgrades, I'll take the ai silliness.

This is what most people don’t understand. An Airport Manager is a very political job. They have to balance the needs and wants of the tenants, stakeholders, elected officials and staff and whoever they directly report to. Not to say some don’t have their own agenda, but most are just trying to strike a balance between everything, while still trying to conduct routine business. Before you hang a guy, it’s good to walk a mile in his shoes - again, that is not to say what this individual is being accused of is right or wrong, just something to consider.

And you don’t believe the 7 member board approved that expenditure? If you did some research it is likely in the board minutes.

The other issue is ramp space at controlled airports is leased to the user. The flight school is likely paying for that ramp.

The entire time that I lived up there, I never landed at that field because the runways were in such horrible condition. They were more like gravel

If you want to get an airport manager removed, I think the first step is going to be better defining what "playing games" refers to, along with having documentation to back it up.

If you go to a lawyer and/or private investigator with all of these claims, I'm sure they'd be willing to give it a shot, but I don't think you're going to like the bill.

I have no desire to get involved in removing someone, but I am intensely curious as to how aviators change from being neutral or even positive influences in aviation, to pilots/owners who are placed in position of power then start taking action which actually harms an airport and its operations. I have seen this, and I have read about it many times. They seem to become excessively rule-focused, or income-oriented. They generally see success in dollar signs and forget that an airport is there to provide a public service, not necessarily a revenue-generating operation. The money largely comes from, well, the people with deep pockets so they want to edge out us little guys in our flivvers, and encourage the jet traffic. And, all of a sudden, largely unnecessary and unhelpful rules which were never pressed are now thought to be needed, often as a tool to oppress and control with no valid goal.

Interesting observation. No comment on the OP controversy but maybe it just means that pilots are no different than anyone else. There are those who use power for the benefit of their boarder constituency and those who for whom the "power corrupts" expression seem to have been written for. OTOH, sometimes they are just doing their job and it's the party complaining who has the narrow viewpoint. I think of the beloved co-worker who gets the supervisor promotion and is instantly hated by their former friends.

Oh, this is good news. So is it reasonably easy now for a transient person to get fuel? My wife's on her way there now due to a family emergency, but there's a good chance I may need to get to Grayslake over the next few months.

Yep. Email was sent to tenants about the pump included video in case it was needed. If you stop in let me know.

"We are pleased to announce that our fuel pumps have been successfully installed and are now fully operational for credit card payments.

Please note that the prices displayed on the pump are all-inclusive, covering taxes and credit card processing fees — the amount shown on the pump is the total amount you will pay.

Unfortunately, our most recent fuel delivery came at a significantly higher cost than the previous load. Despite this, we are doing our best to keep our prices as competitive as possible.

In addition, we have installed a new fuel filtration system, and our tanks will be tested regularly for water and contaminants. You can rest assured that we are committed to maintaining the highest fuel quality standards. We proudly supply Mobil fuel products."
