Third or fourth practical test failure

Years ago a third practical test failure for PPL was a concern to the FAA with the same CFI. What is the position of the FAA for someone failing the PPL for the third of fourth time not the same reason.
 
You can have a most fabulous career as an airline attendant, and this years uniforms are quite yummy!
 
It is possible that the person was receiving sub standard instruction. Let's face it, there is a wide range of instruction quality out there and the CFI population includes a lot of low time, inexperienced instructors. I guess the FAA can start by looking at the results of other students for that CFI. Is there a history of failures or has most every one else passed.

Seems like if it was the same CFI, concern would be CFI, but aren't they concerned about three test failures even with different CFI's? That would kind of point to the student. Either way seems like the question is if the FAA shows concern after three failed tests?

Around here, a private or instrument check ride is $500. If you flunk any part that needs a redo, the follow up check ride is $250. They allow examiners to do two check rides per day...not a bad way to earn $1000 per day....weekends are included.
That’s how it is here. But with the added bonus of being able to do the redos and they don’t count two the “two rides” a day.
