MOSAIC Roadblocks

I was under the impression that LSRM would be able to do condition inspections on EAB aircraft also, including ones that they do not personally own.

That’s correct on EAB, the holdup right now is the operating limitations on the EAB aircraft say otherwise. So everytime you need to do an inspection as an LSRM you have to request the operating limits be changed to allow it. They won’t make those changes until legal (FAA) updates their guidance.

They made the changes…

light sport repairman inspection and light sport repairman maintenance
MOSAIC expanded the light sport maintenance and light sport repairman certifications to include experimental armature built aircraft. Now, after one has completed the 2 day lsri or the 15 day lsrm course they may sign off the condition inspection on EAB aircraft.
Your certificate will read REPAIRMAN LIGHT SPORT AIRCRAFT and on the back it will read
XII RATINGS
REPAIRMAN LIGHT SPORT AIRCRAFT
XIII LIMITATIONS
MAINTENANCE:
mine reads:
AIRCRAFT GLIDER (I took the glider add-on after I finished the 120 hour Aircraft version)
When I took the 120 hour class a decade or so ago, Carol was telling people to use Light Sport Repairman Maintenance, but I have never seen the FAA use that terminology. I sign mine RLSA

I know we will get guidance on this at some point. I don’t think either class completely prepares somebody to actually do the inspections or maintenance. The part everybody forgets is that you must have done the work previously to be able to do that same work or task. What usually happens is the LSRI/M will take additional classes or work with an A&P/IA until they understand all of the intricacies of what the inspections entail. Even with the manufacturers checklist or AC 43.13 as reference there are lots of little things that can bite you if you don’t understand why you are checking the finer details. It took me almost 2 years until I was comfortable to actually do an inspection myself and if I run into anything that doesn’t look quite right the first things I’ll do is contact the manufacturer or an A&P that has worked on that type of aircraft for a second opinion.
When I took the 120 hour course, it was intensive and in depth. We went hands on on every task, so if the issue was pulling a rivet or mending fiberglass or patching fabric or dressing a prop, we actually did it to standard. We did not get into overhauling a Rotax engine, but at the end of the course we were trained to and did change filters, plugs, pack bearings, check runout, check reduction gear, inspect hoses. Yes, if one is not trained in a task, one can not do it, but the course had a pretty thorough introduction to what at that time was ELSA and SLSA certificated aircraft. How that may change with the more sophisticated aircraft we may see with MOSAIC I'm not up on.
One of the nice aspects of holding the RLSA is that if I have a question an A&P can answer, as soon as I assure him his name will not appear on the sign-off, he is universally happy to help me with advice and even technique.

Its my understanding the LSRM or LSRI terminology will be the preferred prefix as it shows the rating. And with the new guidance (below) moving to referring them as Light Sport Repairman, I guess it makes sense. While I don't think it will be a deal breaker what letters one uses I tend to follow the guidance unless specific examples are posted like in pre-MOSAIC guidance. And just to note, MOSAIC also dropped the "aircraft" qualifier from light sport so the new certificates should read repairman light sport per the new guidance.

The post I originally quoted talked about the reg and not the hold up. It stated LSRM could do condition inspections on E-LSA & S-LSA, and did NOT say that we could do EAB. I was calling that out.

Just an update on operating limitation updates. We were waiting on 8130.2L to come out. Woken up this morning to a bunch of emails and the FSDO’s are making the operating limit changes finally for MOSAIC.

Do you have a link to the L version?

I applied for REPLACEMENT yesterday.
In comments I put updated Operating limitations.
Today they emailed back.
They asked for an uploaded letter of explanation, now done.
The email said the templates for such are still pending. I’ve heard that otherwise someone has to write them out.

Do not apply for replacement. Need to apply for amended AWC and Operation Limitations. The amended AWC will come with an A just before the issue date to reflect amended. A replacement is used if the AWC is simply lost, or damaged, etc. The amended AWC and Op Limits are issued as a pair, with the new Op Limits having Section 18 revised according to MOSAIC.

If you ask for amended, does that open your entire OL up to "bringing up to date" with current provisions, such that permissions issued before but are not longer issued, would be rescinded or omitted from the new OL?

Yes.
