If a IA can sign off his own annual why can't a CFI sign off his own Flight Review? Certified Flight Instructor (CFI): The review must be conducted by a qualified CFI, who will endorse the pilot's logbook upon satisfactory completion. So if the CFI is a qualified what else in the regulation states it has to be someone else.

61.195(i)

Prohibition against self-endorsements. A flight instructor shall not make any self-endorsement for a certificate, rating, flight review, authorization, operating privilege, practical test, or knowledge test that is required by this part.

Interesting that 61.215 doesn't contain similar language. Does that potentially mean ground instructors can self-endorse for a knowledge test?

"Potentially," I guess. But the regulatory prohibition is based on "the FAA's long-standing policy against self-endorsement," so I'd be cautious about it.
