No. Too small a group affected. If it was a general switch failure across types then probably, but I would think there would be a long NPRM period before it did.
 
I guess one could go with what the SAIB states. "At this time, this airworthiness concern has not been determined to be an unsafe condition that would warrant airworthiness (AD) action under Title 14 of the Code of Federal Aviation Regulations (14 CFR) part 39."
