I wonder if this would work with the folks in Dresden. We had what looked like a mosque near our hotel, but were told that it actually was a factory. When the owner applied for a building permit he was turned down, but was told that if he built a mosque it would be approved. So he applied for a mosque and then built the factory to look like one. Clever, and I didn't have to listen to the amplified speaker calling the faithful to prayer 5 times a day. Win, win!

I guess it's now going the other way. In the 90s, the muslim community in the industrial city of Heilbronn was trying to obtain a building permit for a new mosque include a 120ft Minarett. The location was in a industrial park outside of the city center. As it usually does this brought out the racists in force. That Minarett would 'fundamentally change the character of the town' and 'dwarf the churches' etc. They just had a hard time explaining how the 750ft stacks and the 300ft cooling tower of the coal fired powerplant next door to the proposed masjid didn't do any of that.
