Yep, so it would seem that there is probably a very reasonable explanation for the TFR considering some of the training ops going on there.

This one moves around a bit. Has been east of Pecos also towards Salt Flats. Have flown by on way to Austin and they were doing some rocket tests. Was abeam one of them outside the TFR when they launched.
 
It's reserved airspace for some UAS related testing. You know how the feds are getting all uppity about drones operated near airports (hint, hint).
