When I checked the fuse for continuity it showed good, but the high resistance would only allow 5 volts across the link.Arcing generally heats up enough to not blow the fusible link. I've seen some other very spectacular failures where components have fried to protect the fuse.

I believe you have that backwards, the more resistance the more heat at the same voltage. but- what ever,, it smoked. still had continuity. battery monitor said "battery fault. 5 volts, connect charger".Actually the higher the resistance, the MORE voltage you expect.
