could be they just add apostrophe's to all word's that end's with s.

Maybe it’s because I’ve been in many parts of the world with military uniformed guys carrying a weapon was a common sight, but I don’t get it

It's the caption "Like a Norman Rockwell painting". You know, classic Americana - baseball, mom and apple pie, kids on the playground, morbidly obese guy sitting on a bench outside a McDonald's guarded by a military man wearing a mask... All the nostalgic, wholesome stuff "we" remember from our youth (if your youth was in about the 30's - 50's).
I've had that experience. In one particular country they called them "grease guns" ...
