Did the controllers provide a source that supercedes the AIM?

We need to move past the yellow bars to be clear in OUR minds, but to the best of my knowledge there is no timeframe to do that. The tower considers you clear after clearing the edge line, and will clear another airplane to do... whatever.
So, no need to hustle to clear the yellow bars.
