came across YT with FAA main inspector deposition resulting from him and another inspector issuing an emergency shutdown of a part 135 operator that had a flawless record for 30 years. I was amazed at the utter ignorance and non qualification this guy had (including not even being an A&P!!!), and remained employed!

That’s been around for a while and not really worth the time to go rewatch.

Any large organization is going to have the 2 percenters. Even your airline has guys in the left seat that probably shouldn’t be there, luck has carried them along.

Back to the inspectors. Under “airworthiness inspector” you have 2 branches, airworthiness and avionics. The airworthiness do require at least an A&P but the avionics guys do not. All that is needed to be an avionics inspector is one year of avionics experience, no certificates.

And yes, Flight Standards has problems with the avionics guys as most are not versed in regulatory or a background in aviation operations or airworthiness. When dealing with one proceed with caution.

This issue is over 15 years old and has already been discussed here:

That said, I agree that it's interesting.

first time I have come across it. I get there's knuckle heads in every organization, but this is an agency with layers of internal oversight and documented procedures to catch such.... I remain amazed that something as a 135 shutdown wasn't even questioned by fsdo or POI.

Do you know the complete story on this operator? I doubt it. You’re simply drawing a conclusion based upon on video.

No, Doc, I have no first hand knowledge of the operator. As I neither have first hand experience nor knowledge of the many sober drivers arrested for DUI even after blowing zero due to incompetent or ill trained officers that remained on the force without corrective action and continued doing same even though municipalities continue to pay law suits for same.

.... but, my, as well as likely everyone that watched the depo, would say the 135 operator is irrelevant. The ASI was flat out ignorant and wrong regardless and any other facts. Maybe you watched a different video in which ASI knew operator has no obligation to maintain past inspection docs not required no matter how much ASI believes otherwise..... maybe ASI in your video looked to see if there was actually a lav trash can and no smoke detector before grounding the operation (the plane did not even have can and thus no detector), rather than just assuming there was and citing violation... or perhaps your ASI actually looked in logs to see if there was current 100 hr inspection rather than just assume it was past due and issue violation. The operator seems to had 30 year trouble-free history, or even if they crashed a plane a week, is irrelevant. Several eyes at FSDO review serious things like an emergency grounding, and not one spoke up, questioned the non-A&P ASI to make such a finding, and no one reaching out to operator based on such stark findings before issuance.

So yes, I drew my conclusion from depo, as would/does the legal system.

Do you know some of the best aircraft avionics personnel in the country do not have AP certificates and most APs don’t know crap about avionics?

I do know this and have experience with such. Point was this FAA inspector did not obviously have the knowledge, experience or qualifications to do what he did, but worst was even a private pilot could look when last 100 hr inspection was done and compare to Hobbs meter….its not rocket science. Same goes for the AD issue. maybe I’m the only one that has a problem with such incompetence on behalf of this ASI but also other ASI citing violation and the FSDO, often involving even FAA attorneys.

I just had a FO come back from flying after 8 months due FAA deferring his medical…which was later issued after taking months for committee reviews. It cost him tens of thousands and wiped out his sick time. They couldn’t care less and told he would just have to wait in line. When this type of FAA apathetic incompetence affects you personally, it’s more than frustrating.

Society can fix all these medical delay issues with funding. How much more are you willing to pay..

As mentioned above, every large entity has those who meet all the job requirements but just don’t know how to apply them properly. And I can think of 6 or 7 others who would make this ASI look like a genius, however, in the end they all carry the same badge. Back when this was news, the discussion was much more spirited over the operator where, unfortunately, they sent Barney Fife to investigate. Regardless, because of this action, I’ve heard the operator has turned things around since then.

And in case you want to become an ASI, here is what the qualifications are:
