"Piper Mandatory Service Bulletin (SB) and FAA AD. ALL Piper PA-28 and PA-32 owners should be aware of two significant ADs on the Main Wing spar attachment bolts and the possibility of Spar corrosion due to the use of dye-penetrants during NDT inspections for their aircraft."

Can't comment on that specific statement without more context, but in general, residuals left over from certain dye or liquid penetrants materials have the possibility to cause corrosion in certain situations. There been a few guidance docs out on this from different sources over the years. But this is more the result of improper techniques by the inspector than a chemical type issue.
