Can an ATP rated pilot,without a medical, fly as a recreational pilot without further testing? And be legal to do so. In other words does the ATP slide down like a first class medical?
 
An ATP certificate holder can exercise the privileges of a recreational pilot certificate, but according to 61.23(a)(3)(ii) must hold at least a third class medical certificate.
 
The short answer is YES.
I guess, technically yes, so long as he is not acting as PIC or a required crewmember. But then he's not exercising any of the privileges of a recreational pilot.

If that's not what you meant, can yo show us in 61.23 that a recreational pilot does not require a medical?

It's not really a "slide down." Any pilot can exercise the privileges of a lower certificate holder. Like an ATP can exercise all the privileges of a commercial pilot, a private pilot, a recreational pilot, and a sport pilot. Even a student pilot!

But a recreational pilot requires a third class medical. Do you perhaps mean a sport pilot? If that's what you meant, yes.
 
Along with the medical requirement, the ATP would also be limited to any category & class that he is already rated for.
 
To be legal he would have to fly as a sport pilot,which isn't necessarily a bod thing,at least your flying.
 
And this is assuming his or her medical expired. If it was denied for any reason, then no.
