When ordering parts online I sometimes get the option of "include C of C for $15?" When would I need to pay extra for this? Applies on oil filters, some gasket kits, etc. Thanks

Basically,,, when the part you are buying is a replacement for the OEM, after market or not.
common hardware no, filters no, ask your A&P-IA what they will allow.

Just to add to the above, repair stations plus requirements to ship overseas or use outside US require the extra paperwork. Some even require more.
 
So in other words I shouldn’t need to buy the paperwork for simple part 91 pleasure flying.

Discuss with your mechanic as some may want the paperwork. If you are the end user than not needed.
