How shallow into a castle nut can the cotter pin be before one must add a second washer?
 
How shallow into a castle nut can the cotter pin be before one must add a second washer?
The existing guidance states the head of the cotter pin should touch the bolt shank when properly engaged.
 
NASM33540, General Note 6 for Cotter pins...."When more than 50% of the Cotter pin diameter is above the castellation, A washer shall be used under the nut or a shorter fastener shall be used. A maximum of two washers may be permitted under a nut. Table 2 of the spec gives the minimum pin diameter based on thread size.

Note: Specific engineering callouts can over ride the 50% spec, bolt grip length change or the two washer limit.

As an FYI, everyspec.com has most of the specifications for hardware and processes on their website and it's free...What they don't have, IHS.com has even more, but it's a fee site unless your company has an account.
