Bench testing FIS-B

Anybody know of a way I can simulate FIS-B tower data over 978 MHz for testing on the bench?

Any airports near you where there is an ADS-B tower? That's what I did when I build a Stratux.

Go to the guy that does your transponder test. If he uses an IFR6000, good chance his unit might have the 978MHz UAT module installed.
