    I don't think that chart is very clear on some things. I think it conflates acting as PIC and logging PIC a little. As far as I'm aware, all you need to do in order to act as safety pilot is the requirements set out in 91.109(b)(1+2). All the stuff laid out in part 61 relate to acting as PIC, so...
