Yes. The intent of the Part 23 rewrite was to make the certification of aircraft under this part more flexible. So they took certain requirements and transferred them into ACs and kept the important ones in the FARs. Similar here in GA. But I did see a vehicle with completely blacked out windows, All of them, Windshield too. And a permit sticker on the windshield, allowing the dark glass for medical reasons. Being that sensitive to light, It's a wonder they got a drivers license.They vary by state.
Here’s the tint laws for TX—
Windshield: 25% VLT tint is allowed above the manufacturer's AS-1 line or top 5 inches, with less than 25% reflection.
Front Side windows: Must allow more than 25% of light in.
Back Side windows: Any darkness can be used.
Rear Window: Any darkness can be used with side outside mirrors, 25% VLT without.
