I had a feeling NATCA or ATO executives would submit their comments. The ADIZ affects Air Traffic Controllers just as much as Pilots so I see a definite need for Controllers to speak up. The fact regarding the non-standard ADIZ procedures from controller to controller really is astounding and is a big no-no in air traffic control. If ATC was to be related to actual flying characteristics, standardization and consistancy is an order (although ATC is an art as they say).
