TFR starts at 4000' AGL?

The post about the TFRs over AZ had me go look at what was out ther. I came across this one that is for "special security reasons", but is from 9000'-17,999'. What kind of activities would require the floor of a TFR to be 4000' AGL?

The others in the area are from surface to 13,500', and say they are for fire fighting. Why would this one be different if that's the case?

It is right over the airfield at Fort Huachuca, so there might be something to that.

This one is security, and is mostly enclosed in restricted airspace owned by US Army Intelligence.

That one is for CBP's drone to transition to/from Libby to Class A airspace.
