TFR starts at 4000' AGL?

wildfire fighting/tanker operations.

The others in the area are from surface to 13,500', and say they are for fire fighting. Why would this one be different if that's the case?
 
First one I've seen that doesn't go to the surface. Sounds interesting. Anyone with a GoPro willing to take a chance and take a look??
 
Not just UAS but it's the center for Army ISR where pilots attend the RC/MC-12 transition course.
 
The post about the TFRs over AZ had me go look at what was out ther. I came across this one that is for "special security reasons", but is from 9000'-17,999'. What kind of activities would require the floor of a TFR to be 4000' AGL?

That one is for CBP's drone to transition to/from Libby to Class A airspace.
