Are you referring to the fact they did not give cargo operations its own heading and seemed to lump it under charter?

Read the last sentence of the last paragraph of the job description "There's no business like show business"... starts on page 22 and continues to page 23.

Then note the job description right after that one.

Looks like they just decided to put news choppers in show business rather than eye in the sky. Makes sense to me.
