The expansion of sport pilot privileges with MOSAIC was supposed to go into effect on October 22nd.

Does this timeline hold or is it going to be delayed due to the government shut down?
 
Does it require a government employee to do anything in order for it to go into effect?

No delay, it's baked in now.
 
Heck I just got my paper certificate, hopefully I’ll get a hard card before the 60 days when it expires.
