How much of a diference does wax make on the step of a float. What kind of wax works best?

Little to none as long as there is no growth, in fact it may even increase drag (these are very very marginal effects). There is a prismatic film developed by NASA that a couple of the America's Cup boats ran on their bottoms that shows slight advantage.
Best wax to use on everything is Collenite #845 Insulator Wax.
