Is it unusual for someone to ask for a copy of my medical certificate for a scholarship application?
 
Seems reasonable, they want to make sure that you will actually be able to use the scholarship money they award you. I suppose if it's a scholarship for glider training or Sport Pilot training, then it probably wouldn't be necessary. However, it's their money, so it's their rules.

The granddaddy of all flight training "scholarships", the GI Bill, requires you to obtain a 2nd class medical as part of your application as well (1st class if you're using it for ATP training). The logical reason is that you're expected to be using this training to get a new job, and if you can't obtain at least a 2nd class medical, you won't be able to work as a Commercial Pilot.
