Safety Pilot Question...

I own an IFR RV-6 tail dragger. Can I bring a private pilot without a tailwheel endorsement along as a safety pilot while I am under the hood? I believe he can but can only log SIC time because he is not appropriately rated. Is this right?

Correct, he could be safety pilot, but could not act or log PIC without the endorsement.

Might be a tangent, but also note that because he can't act as PIC, he can't act as a safety pilot on BasicMed.
