Rust on Cessna fuel tank

We are seeing some rust around the lip of the fuel tanks. It seems to be allowing some junk to fall into tank which then allows the fuel sumps to leak a little.

Any advice on the best way to clean that up without making a huge mess in the tank?

Seems this must be one of those technique issues that I can't figure out on my own...

grease and scotchbrite....when finished clean....and put a light coating of fuel lube to prevent corrosion from returning.
