Concerning Documents requirements to perform FAA AD 2020-26-16 and Piper SB 1345 & SAE ARR 4402 We have all the necessary equipment’s, standards & technical qualifications. But on the SAE ARP 4402 Document. page 5 of 16 3.3.2 mentions that each procedure would have to be verified & approved by a level 3


As an FAA 145 Repair Station our NDT procedures are approved by a outsource ASNT Level 3 and never had the requirements by FAA neither EASA or any other aeronautical entity that each NDT inspection to be verified & approved by a level 3.


Question could our ASNT outsource contractor approve a designated level 2 complying FAA AD & Pier Service Bulletin & SAE ARP 4402 approve the personnel performing this inspection by the SAE ARP 4402 to be able to performing these by themselves instead of having to be with the ASNT level 3 each time.
 
You're definitely at the wrong website or forum for this question. But given you mention EASA, are you a US based FAA CRS or foreign based FAA CRS? Regardless, both the AD and SB allow NAS Level 2 technicians to perform and sign off the inspection. The AD takes it one step further and allows any FAA approved Level 2 inspector criteria to be used when signing off the inspection. The SAE document is merely referenced to provide the procedure only and not the inspector qualifications as stated in the AD or SB. However, the EASA did not adopt the FAA AD so there maybe a difference for aircraft registered under a different CAA.
