Until there are some teeth to enforce the FAA do what their boss tells them to do, they will just do as the please.

I'm still confused about what the OP is asking about. PBOR2 stalled out in house committee. 3rd class medical reform (with a 12 month no-enforcement clause) was passed as part of a FAA funding extension, and is currently being implemented by the FAA.
