Person on The Runway

I had to do a go around at Shelter Cove once for a group of golfers on the runway.

How does one become authorized/unauthorized to go on the runway at a nontowered airport? I've walked on the runway plenty of times at the untowered airport where I fly. Someone's related to flying, but other times just related to spectating or needing exercise. Of course I've always stayed well out of the way of any aircraft. Someone walking on the runway when you're trying to operate there would be a dangerous nuisance, but criminal?

Was common at VKX when I was there. There's no fence and it's in a neighborhood so people would come run the taxiways and runways.

We even had people doing their workout on the approach end before not realizing that they'd never hear a plane coming in if it were engine out.

One example:

(c) At any airport that does not have a control tower, it shall be unlawful for any person to walk or drive a vehicle on or across any portion of the movement area unless that person has received proper authorization from the director or authorized designee to walk or drive on or across any portion of the movement area and (i) is in andmaintains constant contact with the authorized UNICOM operator by way of two-way radio or (ii) is under escort by an individual who is in and maintains constant contact with the authorized UNICOM operator by way of two-way radio.
(d) A violation of this section 3-102 shall constitute a misdemeanorcriminal offense punishable by a fine not to exceed five hundred dollars ($500.00). >

I vaguely remember an incident where an aircraft (small GA type) had to do a go-around due to a mama-van with a clueless female behind the wheel occupying the rwy.
I believe the pilot called the FBO who sent a truck to investigate and direct the clueless person to exit the rwy and airport property and sent her on her merry way (to preferably kill somebody else someplace else).
Somebody google it for me, I am too lazy today. :)

I remember it but it was actually a daddy-van with a clueless male behind the wheel. ;)

So all you have to do is run and you're in the clear. Or maybe roller-skate.

I would just call the city or county police and tell them what's happening. I'm sure at the very least they'd show up and suggest to this individual they should take their jog elsewhere.

He heard it was taco bar night at the mess hall. I'd run in front of an F-18 for that as well! :D

We even had people doing their workout on the approach end before not realizing that they'd never hear a plane coming in if it were engine out.

I helped train summer workers at our field for two years. Standing beside the runway with your back turned, knowing there's an airplane on final, you can't hear it . . . I was watching and talking on my handheld, and I couldn't hear it either. It was effective training for the boys to be very careful mowing along the runway.

I was pretty observant of the traffic pattern but couldn't listen to the radio when mowing. Only one plane managed to sneak up on me while I was mowing - a King Air on a straight in. Scared the hell out of me.

Planes sneak up on you when you aren't paying attention. We did the landing thing to demonstrate to them that they needed to watch carefully, because they would not hear planes coming in. We also briefed them on wind direction and to always mow the first two passes along the runway edge into the wind so they could see landing traffic.

Where is this ordinance from? The only other reference I can find online in here on POA. I've found some other silly city ordinances related to airports, many of which are preempted by federal law. I can't find any like this. I was also under the impression that there's no movement/non-movement areas at untowered airports.

I pulled that from Bryan's old thread where he got chewed out from walking on a movement area. Some airport out in Texas.

I looked at the wording at my local airport and it essentially says the same thing. The "authorized personel" are those who have job duties pertaining to operating in the landing area. We have the standard no trespassing signs posted on the fences as well.

If these little airports don't put this stuff in their local city ordinances, then there's nothing to keep people out of there. Airport manger could go out and tell some jogger that he can't run on the runway and they're just going to reply "On who's authority? It's a public airport." You gotta draw the line somewhere.

Wait, ..... this is the perfect opportunity to actually put the TSA to good use:

Done go arounds a few times for four wheelers and snow machines on the runway. People don't have any common sense (especially in the bush) but the moose and bears are excused.

That's why they train for go arounds! ;)

I've seen cars racing on the runway before. But this was just WTF. Why keep standing there like a deer in headlights. Yes, I'm a plane and yes, I'm coming at you.

The access gate at Shawnee ended up going out of service and I thought cones would stop people from driving onto the field. Boy was I wrong. Had public cars driving all over the taxiways just looking around like it was fine to drive there.

I was about to mention VKX. I often walk my dog along the runway and grassy areas around it. Of course I carried my handheld radio and remained vigilant for traffic.

Generally speaking, of course, pedestrian traffic around a runway is not a good thing.

Land on rwy 27 in Mumbai....person sitting on the edge of the runway....taking a dump.

Brown Field in San Diego has a warning in the remarks section of the AFD to watch for unauthorized pedestrians at night. I think that came about when an illegal alien got killed running across the runway.

A runway I go into from time to time has been Notam'd close once or twice because of someone passed out drunk on the runway. Gallup, NM for those of you familiar.

The recent fencing along the sides (no fences at departure ends) at KCDK has significantly decreased the golf cart and dog walker traffic there. Populace has always been pretty laid back about those sorts of things. There is one lady who almost daily transports her dog from town via golf cart to let him run at airport. How that dog tolerates the sand spurs I have no idea.

There is a glider club where I keep my plane. I was coming in for a straight in approach, I made my call at ten miles and five miles and then I heard a call someone was turning final, I either missed his other calls or he didn't make them. I communicated with him directly. He said that he would be gone way before I got there no worries so I continued. He landed and told me to watch out for the glider at the end of the runway.

I called at three mile but... that dang runway was full of stuff. A car, two gliders, one back taxiing and about a half dozen people scattered all over the place.

I guess, I could have landed over the top of those guys on the back half of the runway like the guy in front of me but the go 'round seemed prudent for my skill level. Funny thing, when I got back around there wasn't a soul in sight, imagine that.

I enter on the downwind leg to get a good look at the runway before I setup these days.
