Hi everyone.
Can the panel in the pic be upgraded to the 2020 and maybe precision GPS without changing most of it / everything?
What would be the best option?
How much if some used / not the latest devices will be used?

Plan on $15-$20k. That should get you an all-in-one transponder, a GNS nav/com, and an audio panel. might even cover an SL-30 for comm2.
Your CDI's should work with the "newer" stuff. (newer than what you've got, but not really "new")
Galaxy Tab A, FltPlan Go, stratux --> out the door for about $400.Least expensive option is to get the garmin gdl82 box that goes between the transponder and antenna, and a GPS antenna which will give you compliant ADSB (out only) for around $3000. Then get a handheld GPS or Foreflight on an IPAD for your GPS with maybe ADSB in for more money, maybe $2000.

I would not go with the gdl82 in his case. The transponder he has is basically a boat anchor. When it die, it's pretty much junk. Spend the extra 1.5k and get the 335.
