Any time a new building is planned for construction, or a temporary crane is put up, notice is filed with the FAA and is assigned an Obstacle Evaluation (OE) number. The crane or proposed building is then evaluated for impact to flight procedures, and in the event of a crane, a NOTAM is generated with the effects like you see here.

Since the OE number is provided, you can look up information on the crane at this site:

But it is not the easiest site to navigate.

"ANM" and other codes in that spot simply mean the region of the country it's in. OE or NRA are the type of case it is.

And @GeorgeC , thanks. Googling “non rulemaking airport” leads to more info. It seems if the obstruction is on the airport, it’s an NRA case. If it’s off the airport then it’s an OE case.
