The guy I bought my plane from has a full set of flight control surfaces for a 150M. Let me know if you need them and I'll hook you up.

They are cheap in any of the salvage yards. and easy made from scratch.

What kind of paint would when epoxy stripper is applied simply turns to a sticky mess, it does not wrinkle and peel off, it turns to a molasses type of sticky mess?
when Acetone is applied nothing happens. (except it gets really clean)
 
Wow! That plane has more grunge than a Seattle bar band.
Take your time, do it right. If you were closer, I'd volunteer to climb in and scrub for you.

Could they have used a Latex-based paint?

they could have I guess it certainly does not like to come off.
