1.6 ghz is less than typical on new devices, yes, but not by much.
Win10 pro is still available.

Your other questions require more info in order to determine whether it suits your needs or not.
Is this to run a simulator? Is this just for work? For play? What will you use it for?
Do you have any USB devices you'll want to connect to it? What types? Will they benefit from or require 3.0?
 
The person buying it will not be gaming; heavy business and personal use, some vid watching but not vid making.

What about 802.11 - isn't "n" the latest and greatest? (it appears to offer lesser versions only)

It's less because it's a U-series CPU. In other words, it trades clock speed for better battery life (U=Ultra Low Power). However, it's an 8th gen processor so it still benefits from all the architectural speed ups so it's not so bad a trade-off.

Win10 is the latest and will be for the foreseeable future. Microsoft deems Win10 as a service and not software so it will be updated in perpetuity, kind of like Office 365.

What do you mean? It says there's 2 USB3.1 Type-A ports.

So what? there are any number of USB docks that provide multiple USB ports. Cost start at $5. that’s the beauty of USB - chaining.

One common problem with commonD ports is that it will be left behind in the hotel room when you need it here, now.
Not so if built into the laptop.

Look at the last bullet point above the "see product details" link. It says:

  • 802.11ac wireless LAN and Bluetooth 4.2, 2 USB 3.1 Gen 1 Type-A, 1 USB 2.0, 1 HDMI v1.4b, Headphone output/Microphone input combo, LAN (10/100/1000)

Also look at the pictures. There's 2 USB ports on one side and 1 USB port on the other side.
 
That is a pretty good going small laptop.

Unless doing programming (big system builds) or handling huge data sets (video), or something else quite specialised I would think that this would be a fine machine.

One thing to note is that the model specified has 256G SSD. There is I think an option to get 128GSSD + 1T HDD. Just a bit more money:)
