I want to make a writer document where people can enter text above an underline, without altering the rest of the document?
I can enter an underline using Format>Character but anytime you put letters on that underline, it shifts all the items to the right, further right.
How do I make the 'fillable underline'?

Sounds like you need some kind of input field.

NealRomeoGolf is correct. When you have the underline, you're telling the program 'underline these blank spaces.'
You'll need a way to have an input field, and then underline the field without regard to content. Unfortunately, I don't know how to do this in either LibreOffice or Word.

Interesting, I didn't know you could do that. On investigation, Word also has the same functionality, although I personally would use Acrobat Pro to create a fillable PDF. That might be a good option if you don't have the full version of Acrobat.
