Meaning of ATC flashing white signal

Are the lights battery powered so they could be used in the event of a power failure in the tower, or...?


I would hope that towers have generator backup, but I don’t really know. Having multiple planes under tower control at the mercy of the local flicker-&-flash power company doesn’t seem wise.
 
Man, good question. I don't think ours were in the Air Force, never heard anything about batteries.

During my tower visit, they showed me the gun, which runs on 18v battery and was rigged with stuff from Home Depot. They also have a sticker on both sides of the gun that explained what the signal means
