King VOR Needle offset

I am reading a POH for a new aircraft type with a King ILS indicator. It is the older type of package that goes with a KX-155 navcom. According to a diagram in the POH, it says that there is a "Needle offset for correct viewing at normal viewing angle(15 degrees). Has anybody heard of this before on these type of displays.
