Are these the open top and side protectors or only on the top edge?

The 28 open from the hole punched side... the enroute ones open from the top, with a middle divider so each holds 2 enroutes.

What's an offer you can't refuse? I'm reaching a stage in my IR training where I'll be using my Jepp charts a lot and these would be great to have.
