Is the Skybeacon/Tailbeacon still the cheapest and easiest ADS-B option?

Wow. I installed an EchoUAT and failed compliance report based on baro alt. I believe that unit would be better served with a serial line to encoder rather than a sniffer. I ended up uninstalling it and installing a different brand. Loved the form factor but my experience with their product was similar to yours.

A few have gotten that result. It's an easy fix in the software to adjust the sensitivity ...
