Is the Hinch Mountain VOR (HCN) in Crossville, TN, out of service?

My buddy told me HCN is permanently out of service. However, I still see routes using it on Foreflight and it shows up in recent IFR charts. Any insights?

Seems like only the TACAN azimuth has been decommissioned, which makes the station a VOR DME facility.
 
It’s been awhile since I’ve used HCH, but here’s what I found:

HIWAS BROADCAST.

VOR UNUSBLE 016-030 BLW 5400 FT; 031-070 BLW 6100 FT; 071-160 BLW 6300 FT; 161-175 BLW 5300 FT; 176-015 BLW 5100 FT.

It appears that certain radials are inop at these altitudes.

Why's that? You would fly any of the numerous airways that use HCH? (assuming no IFR GPS navigator)
 
Just an update:

I was out this evening and was able to receive HCH with no problem. I was roughly 50nm south, low level and picked it up. It is in fact working.
