Yep, Wally places them right (I just wasn't looking to find them that far out). It is where the T bar for approach lights are. And as the plate says, LOC unusable 0.9 NM to thd.

Yes, but you have make an email request and you have to have to be specific.

Until a couple of years ago they were public, but the FAA decided to make it difficult.
