So? The Chief Counsel has said recently, in discussing the "removal" of the requirement for an instructor to maintain instrument currency in a SIM/FTD that the explanatory material in the Federal Register does not change the words of the regulation.

I'm sure you're familiar with the opinion letter, the regulation, and the explanatory material.

So, while I tend to agree that is was probably a non-change, it hardly "clarified" anything and we're still in "maybe" "maybe not" territory with this clarification.
