If I’ve filed an IFR flight plan and am flying under that plan, why is it illegal to fly simulated IMC (with hood) without a safety pilot?
 
ATC doesn’t separate you from VFR aircraft in most airspace. In clouds you are assured not to hit a VFR aircraft that is compliant. See and avoid still applies on an IFR flight plan.
 
Because 91.109 says you can’t. The fact that you’re on an IFR flight plan with a clearance has nothing to do with it. When the weather is VMC it’s your responsibility to avoid VFR traffic, not ATC’s. Kinda hard to do by yourself under the hood.

It's not legal to fly in IMC with a hood on without a safety pilot, either.
