If this problem were mine, I'd pull the tank, and use the red top coat seller used in the mooney wooden wing tanks.
This way you can etch the tank, and apply the sealer properly.

do this at annual, when the A&P-IA can supervise.

For the OP, some in the RV world have been successful curing the weeping rivet problem with green Lok-Tite. Put some pressure on the rivet or a light vacuum to push/pull the sealant into the rivet hole; let cure.

FYI....On the Cherokee tanks, ProSeal (Polysulfide) is also applied on the outside of the fuel level sender unit (at the rear of the tank) and in other areas. It probably is acceptable on the outside of a leaking rivet. The tank is assembled with "wet" rivets and bucked before cured.
