Is that midnight UTC?

What about if you got your last one in the Pacific time zone, but now live in the Eastern time zone? Do you get 3 fewer hours to do it?

Pretty much everything in part 61 date-related more than 90 days is done in calendar months (with the excetion of BasicMed CMEC date, due to a statutory error that was codified without correction). Most of the calendar month date fixes go back to the 1997 part 61 amendments.
