I think it's the gag picture of a fire hose crossing rails with chocks on either side. There was a thread on it a couple weeks back (though I don't have the link).
 
I've got a close friend that I was in the volunteer fire department decades ago, he went on to become a Baltimore City fireman and is also quite a train buff as well. I sent that picture along to him, his comments were not printable.

I have to call BNSF from time to time and ask them to stop a train. Accident, fire, mudslide, etc. Not sure if any of the firedudes every had to put a line across the tracks, though.
 
A fireman is someone who stokes boilers,a firefighter is someone who fights fires.
 
We were firemen until the PC gender-neutral wave hit us.
About the same time mailmen because letter carriers.
 
There is a youtube video of a freight train going through a supply line that was strung across some RR tracks.
 
This particular instance was a staged pic after a training exercise, I think...taken somewhere in Belgium just for fun
