The third one, "City of Kansas City" allows you to park your plane without getting in Signature's way or using "their" ramp, you can choose to fuel up at a very, very reasonable rate or not, you can tie down, you can access the city building and free passage in and out of the airport.

Free unhindered access in and out of an airport, what a concept.
 
$4,000 a year to rent the entire overflow GA parking area? Those poor darlings, however will they make enough to feed and clothe themselves.
 
I don't get it. Looks pretty typical to me. Or are you just pointing out the type of obligations an FBO with ramp control incurs?
