If that's Laura J. Brown - Deputy Assistant Administrator for Public Affairs, a) she doesn't speak for the NTSB, and b) that's contrary to what the FSDO's are actually doing. And she is definitely wrong about "everyone is furloughed" -- for starters, apparently she is not. Plus I know there are Inspectors working in the office at my FSDO, and even an admin type answering the phone.
