The way I read it, anyone who possesses a certificate relevant to the form being filed, and a Digital Certificate installed on their computer if they don't work for FAA

In some cases, (such as the Electronic Form 337) industry users may need to present their current FAA-issued certifications before access is granted. This may require making an appointment to visit the local field office. See the Electronic Form 337 site for details.

Looks like the paragraph above, copied from the site, indicates other than FAA employees may use the site.

Designees (DPE, DME) could gain access since they have the required certifications.

It's an FAA employee site. If you aren't an employee they will not give access.

Then why is there a requirement for non-employees to obtain Digital Certificates to access the site, and for mechanics to present their certificates to their FSDO to gain access? :dunno:
