Equadorian commercial to US commercial

Folks, I am posting his for a friend. He has a commercial pilot license from Equador and currently lives in Chicago. He would like to earn a US CPL.

Reading the regulations, especially 14 CFR 61.75, it seems that he can use his Ecuadorian license to obtain a US PPL, and then continue his training towards the CPL with a school of his choice in the area.

Is it that simple or have we missed something?

My understanding is that it’s basicslly that simple. Ecuador is an ICAO member so your friend meets that basic requirement. So as long as he doesn’t have any ICAO limitations on his certificate, can demonstrate English proficiency, and get a medical, then he should be good to go. A simple visit to the FSDO will settle it.
